International resource management disputes have important ecological, economic, legal, and political components. In this study the focus is on politics, for it is believed that political considerations with little apparent direct relationship to an issue often shape final decisions. Environmental quality, a new theme in federal man-environmental legislation, is the focus of one effort to include environmental values in the federal decision-making process. These values are reflected in congressional actions involving governmental reorganization and budgetary matters. The theme evolved from older traditions in federal legislation and is sometimes in conflict with them.
