Governing Enterprises in Transition Economies: The Problem of Mixed Ownership in the Czech Republic (PCEE 36,1995) Raj M. Desai. Uploaded by. Minda de Gunzburg Center for European Studies at Harvard University. 6Taking the evolutionary position, I conclude that a decline of morals was most critical for the initial stage of transition-the demise of communism. Specifically, ly the party cadres-decided to abandon the public agenda for private, often illegal, gains. Formal aspects of reforms-rules of the game-are stressed, but informal aspects such as attitudes (values) practiced by economic agents are not.

In the wake of the collapse of socialist governments around the world, and calls for democracy and the pressures of market forces, this collection of essays offers a view of economic change in Eastern Europe, Russia, Mongolia and China. Focusing primarily on the benefits of an evolutionary approach, the contributors present a theoretical paradigm which provides alternatives to the conventional thinking on transition and on institutional change in general, and consider whether this has a greater chance of succeeding than does "shock therapy".
