Warner was educated at Wixenford School, Wokingham, and the Royal Naval College, Dartmouth. He then went to Magdalen College, Oxford, and also studied at the University of Sheffield.

It also examines the re-emergence of London as a major financial centre in 1946, and the emergence of Japan as a leading financial and industrial power at the same time. The author served as British Ambassador to Japan in the 1970s.
