Hobsbawm argued the labour movement was in decline which, at the time, was close to heresy for many people on the left. This was the ‘halt’ to for forward march that concerned Hobsbawm, and until the challenge of building a united labour movement out of its diverse components was properly addressed, it would not be restarted.
