The policy to phase out remedial education in the CUNY senior colleges is interpreted as part of a strategy to create "more of a system" by increasing the differentiation of missions and stratification among campuses within the CUNY system. The authors analyze both the immediate context and the system design rationale for the policy change, then discusses future implications for CUNY and for public higher education more broadly.

I resented the required summer reading, but this book made a real difference in the way that I approached college. I now give it as a gift to any thoughtful student I know who is starting college. I wish the publisher would re-design the cover to make it less off-putting, but it's been this way for 3 decades. This magnificent book belongs on the shelf of every person who is interested in education of mankind throughout life. We are fortunate to have been blessed by this scholar and humanist.
