Norfolk 17 was a group of African American students in Norfolk, Virginia who were admitted to all-white schools on February 2, 1959. In April of 1951, African American students protested outside of their school in Farmville, Virginia for better education to escape the horrible conditions they had been enduring at school. Exactly thirty days after their protest, the NAACP filed a lawsuit to end segregation on May 23, 1951. It took three years after that for the .

In May 1862, Norfolk Mayor William Lamb surrendered the city to Union General John E. Wool and his forces. With new suburban developments beckoning, many white middle-class residents moved out of the city along new highway routes, and Norfolk's population declined, a pattern repeated in numerous cities during the postwar era independently of segregation issues. In the late-1960s and early-1970s, the advent of newer suburban shopping destinations along with freeways spelled demise for the fortunes of downtown's Granby Street commercial corridor, located just a few blocks inland from the waterfront.
