The center of Islamic scholarship and education in the eastern Kazakh steppe was the Russian city of Semipalatinsk, which by the 1880s boasted nine ng madrasas, rivaling as Islamic centers the cities of Kazan and Orenburg, and surpassing significant centers such as Astrakhan, Troitsk, and Petropavlovsk.
