Settle was born in West Virginia and spent her childhood in Pineville, Kentucky. She was the daughter of Joseph Edward, a civil engineer, and Rachel Tompkins Settle. As a teenager she lived in West Virginia and spent two years at Sweet Briar College in Virginia.
