One thing that disappointed me when I first read this book was that Paul Harris (when he wrote it, a 20-year-old Politics major at Aberdeen University in Scotland, and leader of the campus Young Conservatives) had no direct connection with the offshore radio industry, unless an abortive, though amusing, attempt to set up a "pirate" station near Aberdeen for a couple. All in all, though, When Pirates Ruled the Waves is the definitive chronicle of the rise and fall of offshore radio. As such, it is required reading for anyone interested in floating societies or new-country development.
